Q1 - Can you please state the job title for the police officers/staff who carry out the following roles within your organisation?
Qa - Operate mobile speed cameras from within speed enforcement vans.
Operators of speed cameras within safety camera vans are Police Community Support Officers (PCSO’s) from MO8 Roads and Traffic Policing Command (RTPC) working within Road Policing Teams.
This activity is undertaken as part of their existing roles on Roads Policing Teams or within Safer Transport Teams. There is therefore no job description for Speed Camera Operators.
Qb - Transport, install, operate and/or maintain fixed road safety cameras.
TFL (Transport For London).
Qc - View photographic images/footage of offences detected by safety cameras and process offences in accordance with National Guidelines and force policy.
Safety Camera Operations Viewer (Band F).
Safety Camera Operations Viewing Manager (Band D).
Safety Camera Processing Caseworker (Band F).
Safety Camera Processing Manager (Band D).
Qd - Process Notices of Intended Prosecution and Fixed Penalty Notices generated by safety camera enforcement.
Safety Camera Processing Caseworkers (Band F) process responses to Notices of Intended Prosecutions. The Conditional Offer Unit / HMCTS process Fixed Penalties as police do not have responsibility for handling payments or endorsement of driving licences.
Qe - Manage bookings/payments from drivers in respect of the National Offender Driver Schemes (NDORS) courses.
Course Delivery is managed by Approved Course Providers registered with UKRoEd.
Qf - Line managers of officers/staff who carryout the functions listed in a-e above.
(1a) Police Community Support Officers (PCSO’s) are managed by police sergeants from MO8 Roads and Traffic Policing Command (RTPC) working within Road Policing Teams.
(1c) Safety Camera Operations Viewing Manager (Band D) oversee Band F Safety Camera Operations Viewer.
(1f) Safety Camera Processing Team Manager (Band D) oversee Band F Safety Camera Processing Caseworkers.
For each role, please attach the job description and indicate the pay grade/scale, basic salary range (from 1 April 2024), whether the job attracts any allowances/enhancements for working weekends/shifts/unsociable hours and any further information that would typically be included in a job advertisement for the role.

This details the basic salary including any allowances for staff working a 36 hour week (Monday to Friday), the roles do not attract any allowances for shift/weekend/unsociable hours. The Pay scales for Band F and D are shown below.

As stated in 1a above, Operators of speed cameras within safety camera vans are Police Community Support Officers (PCSO’s) from MO8 Roads and Traffic Policing Command (RTPC) working within Road Policing Teams.
This activity is undertaken as part of their existing roles on Roads Policing Teams or within Safer Transport Teams. There is therefore no job description for specifically undertaking the role of Speed Camera Operators.

Q2 - The total Full Time Equivalent number of officers/staff posts within the job role specified in Q1a? Please include any posts which are currently vacant within this figure.
There are 80 positions for PCSO’s within MO8 RTPC and there are 62 in post.
Q3 - If they are police staff, do they hold delegated authority by the Chief Constable in order for the offence of obstructing a Policing Support Officer in the course of their duty in accordance with section 38 of the Police Reform Act 2002 as amended by the policing and crime act 2017 to have the power and duty of a constable subject to the exception as set out in part 1 of the said schedule whilst deployed to enforce speed limits by detecting offences?
PCSO’s are designated powers by the Chief Officer and obstructing them in the course of their duty has been covered by s46 of the Police Reform Act 2002.
Q4 - The total number vans that are used for speed enforcement? Only include vehicles where the camera is usually operated from within the vehicle. Are any of these vehicles electric or hybrid powered?
Two (2) - Neither of these vans are currently electric or hybrid powered.
Q5 - Please specify which speed detection devices are currently operated from within safety camera vans in your force. e.g. LTI Concept II CF, Truvelo LASERcam 4 etc…

Q6 - As of 1 April 2024, how many locations do you operate the mobile speed camera vans from? Please only include locations where the camera is operated from inside the vehicle rather than handheld devices operated by an officer/staff stood outside the vehicle.
As per all our Lasercam sites, we have a total of 57 where the Mobile speed vans can and are operated from.
