MPS Drugs Action Plan 2026 -2028

The MPS Drugs Action Plan 2026-2028 is a continuation of our previously published commitments on tackling drugs across London. It focuses on reducing demand, saving lives and targeting criminals involved in the drugs trade and drugs trafficking.

This refreshed plan reflects commitment to our core policing responsibilities, is essential to ensure the Met’s approach remains current and appropriate for London and addresses the present-day threat of drugs in an evolving market.

In summary, the plan commits to:

• Minimising the impact of drugs on communities by focusing our local and specialist resource on those areas most affected by drugs and associated crime.
• Closing County Drugs Lines and London Drugs Lines to ensure we protect Londoners from exploitation and violence.
• Understanding and disrupting the drugs-violence nexus to achieve the maximum impact on criminals and keep London safe.
• Delivering effective investigations and justice outcomes whilst ensuring appropriate convictions or out of court disposals are pursued.
• Minimising harm caused by drugs through partnership working using Project ADDER (an initiative focusing on Addiction, Diversion, Disruption, Enforcement and Recovery) and the principles of Clear, Hold, Build to achieve long term positive outcomes.
• Listening to communities to fully understand the harm caused by drugs.
• Targeting the drugs and those criminals causing the greatest harm.
• Addressing online and digital drug supply including prevention opportunities to keep Londoners safe online, pursing online offenders and identifying how online and in-person offending is linked.
• Supporting the New Met for London performance framework, the Met’s Serious and Organised Crime Strategy and relevant national strategies.
• Reviewing any changes within the drugs market, tactics or methodologies used by organised criminal groups and new emerging threats impacting London.

The MPS Drugs Action Plan 2026-2028 aligns with the ambitions of A New Met for London phase 2, the London Race Action Plan, the Children’s Strategy, The VAWG Action Plan, The Stop and Search Charter and the Antisocial Behaviour Action Plan and reflects our relentless focus on achieving more trust, less crime and high standards.
