Summary

This matter concerns conduct reported following the broadcast of the BBC Panorama programme on 1 October 2025. The programme included video footage obtained covertly by an undercover BBC journalist who had been employed in the capacity of a Designated Detention Officer within the Charing Cross Police Station custody suite. Subsequent examination of additional, previously unaired footage has identified further information, which has now been brought to the attention of the Metropolitan Police Service (MPS).

It is alleged that on or about 23 November 2024, Police Constable Lloyd Hunter, whilst off duty at an unknown location in Central London, was having a drink with a Detention Officer who was (unknown to him) a BBC reporter and was recording their conversation. During that conversation PC Hunter said the following (or very similar):

• “I can’t wait to Taser someone”, suggesting the first time PC Hunter used his Taser it would be on a homeless person;
• PC Hunter said that Taser was “just so much fun” and suggested that when he actually got to use it on someone he would “love it”; and
• When PC Hunter was told that a colleague had suggested ‘burning’ the homeless people in Oxford Street he did not challenge or disagree with this comment, but said “we should bin them off, I hate them”.

PC Hunter’s language trivialised the use of force and suggested that he would enjoy using force on members of the public. His language also suggested that he ‘hated’ homeless people, who are a vulnerable section of society that police officers regularly come into contact with.

PC Hunter of Central West Command Unit breached the Standards of Professional Behaviour in respect of Discreditable Conduct, Authority, Respect and Courtesy and Discreditable Conduct.

Decision

The Chair, Deputy Assistant Commissioner Carl Galvin , determined that the allegations were proven at the level of Gross Misconduct and that the Standards of Professional Behaviour had been breached, namely in respect of Discreditable Conduct, Authority, Respect and Courtesy and Discreditable Conduct.

PC Hunter was dismissed without notice and will be paced on the College of Policing barred list.
