Officer concerned: Former PC Shyam Bhangu
Dates of hearing: 14 May 2026
The brief circumstances are that whilst serving as a Police Constable, FPC Bhangu was on duty and was randomly selected for a random drugs test. He provided a sample of urine which was sent for analysis and the outcome of the test indicated the presence of controlled drugs, namely cocaine.
The Chair, Deputy Assistant Commissioner Carl Galvin, found the allegation proven on the balance of probabilities. Furthermore, the Chair found that FPC Bhangu had breached the Standards of Professional Behaviour in respect of Fitness for Duty and Discreditable Conduct and that these breaches amounted to Gross Misconduct.
FPC Bhangu would have been dismissed without notice if he was still a serving officer and will be placed on the college of policing barred list.
