Officer concerned: DI Ben Coogan
Dates of hearing: 26 May 2026
DI Ben Coogan answered the following Allegation:
Following a routine audit of his Metropolitan Police Service (MPS) issued mobile device, it was identified that between May and July 2025 he took and retained multiple intimate and/or sexually explicit images of a female on that device. He had no legitimate policing purpose for taking or retaining these images. His actions constitute a misuse of MPS information and communication technology systems and amount to a clear breach of MPS ICT Policy.
The Chair, Commander Andy Brittain, found the Allegation proven on the balance of probabilities.
Furthermore, the Chair found that DI Coogan had breached the Standards of Professional Behaviour in respect of Duties & Responsibilities; Orders & Instructions; and Discreditable Conduct, and that these breaches amounted to Gross Misconduct.
Dismissed Without Notice.
