It is alleged that Officer X had declarable associations with Witness A and Witness B, knowing or suspecting that they had been charged, cautioned, or convicted of criminal offences. Officer X accepts, with hindsight, that she should have submitted declarable association forms in respect of both individuals. She further accepts that her conduct amounted to misconduct and breaches of the Standards of Professional Behaviour relating to Duties and Responsibilities and Discreditable Conduct, but denies that her actions amounted to gross misconduct.
The Panel found allegations 1 and 2 proven by way of admission. It concluded that Officer X breached the relevant standards by failing to disclose her associations with Witness A and Witness B, which she accepted. The Panel assessed the seriousness as medium, determining that the conduct amounted to misconduct. The appropriate sanction was a final written warning for a period of three years, taking into account the protracted length of the proceedings.
Final Written Warning for 3 years.
