Summary
Former PC Wager, previously assigned to Taskforce Public Order Planning and Performance, was presented with the following allegations:
- On 16th September 2016 former PC David Wager was on duty and was sent to an incident involving a victim ('Ms A') at her home address. Ms A was later taken into hospital via ambulance. Whilst Ms A was in hospital, it is alleged that former PC Wager placed his hand in Ms A's bra and touched her breast.
- On a date unknown around 25th or 26th September 2016 FPC Wager visited Ms A's address whilst on duty and whilst there he kissed and cuddled her.
- on or about 28th September 2016 FPC Wager began sending personal messages to Ms A.
- Thereafter, FPC Wager conducted an emotional & sexual relationship with Ms A, having sexual intercourse with her whilst at her home address on three separate occasions.
The former officer was not in attendance and was not legally represented or represented by a Federation representative.
Decision
The Chair of the proceedings, Commander Andy Brittain, determined that all the allegations were proven at the level of Gross Misconduct and that the Standards of Professional Behaviour had been breached, namely in respect of 'Discreditable Conduct', 'Authority Respect & Courtesy', 'Duties & Responsibilities' and 'Honesty & Integrity'.
As a result, it was decided that if former FPC David Wager was still serving, he would have been dismissed without notice and will now be added to the Barred List held by the College of Policing.
