Summary

PC Balkwill, based within Central East Command Unit, faced the allegation that on the 1 July 2024, whilst off duty, PC Balkwill showed Officer X a video of sexual activity and an intimate image of another person. On two other unknown dates, whilst on duty, PC Balkwill showed Officers Y & Z an intimate image of another person.

These allegations were said to breach the Standards of Professional Behaviour in relation to:

• Authority, Respect & Courtesy,
• Discreditable Conduct and,
• Honesty & Integrity.

The panel found the allegation proven at a level of Misconduct.

Decision

At the conclusion of the hearing the panel, chaired by Commander Stevens, determined that the appropriate and proportionate outcome was a Final Written Warning for a period of two years.
