Summary

The brief circumstances of this case are that, on 23 August 2025, PC Akbar Arabi, whilst off duty, was driving a vehicle that was stopped by police due to the manner of his driving. When questioned by officers about his driving, PC Arabi stated that, in relation to a female friend, he was attempting to "give her a thrill" in order to cheer her up. During the stop, PC Arabi informed officers that he was an off-duty police officer.

At the time of the stop, the vehicle was not registered to PC Arabi, and he was unable to demonstrate that he held a valid certificate of motor insurance which entitled him to drive the vehicle. This was despite PC Arabi's assertion that he held fully comprehensive insurance on another vehicle. Subsequent enquiries established that the insurance policy held by PC Arabi did not permit him to drive other vehicles.

PC Arabi has breached the Standards of Professional Behaviour in respect of:

• Discreditable Conduct
• Orders & Instructions

PC Arabi was in attendance for these proceedings. He was represented by his Federation Representative.

Decision

The Chair, Former Commander Katie Lilburn, found the allegations proven in relation to the Standards of Professional Behaviour at the level of Gross Misconduct, namely Discreditable Conduct and Honesty & Integrity. It was not found proven that PC Arabi had breached Orders & Instructions.

PC Arabi was dismissed without notice and will be paced on the College of Policing barred list.
