Officer concerned: Former PC David Swan
Dates of hearing: 22 July 2026
The brief circumstances of this case are that, Former PC David Swan engaged in explicit, sexual communications on his MPS mobile device with a member of the public. It is further alleged that Former PC Swan used his MPS-issued mobile phone for the purposes of arranging a sexual encounter, whilst on duty.
Former PC Swan of South West Command Unit breached the Standards of Professional Behaviour in respect of Discreditable Conduct, and Duties and Responsibilities.
The Chair, Former Commander Katie Lilburn, determined that the allegations were proven at the level of Gross Misconduct and that the Standards of Professional Behaviour had been breached, namely in respect of Discreditable Conduct, and Duties and Responsibilities.
Former PC Swan would have been dismissed without notice and will be paced on the College of Policing barred list.
