Officer concerned: Former DS Jason Grafham

Summary

It was alleged that FDS Grafham acted and made comments to fellow police officers that were offensive, sexually inappropriate, derogatory and/or discriminatory which were made in a manner likely to bring discredit upon the police.

It was also alleged that FDS Grafham retained case material from the investigation of the rape and murder of Sally Anne Bowman and showed crime scene photographs of her in situ to other officers when he had no policing reason or purpose to do so.

Decision

The Chair of the proceedings, Commander Paul Trevers, determined that allegations 1 to 7 & 9 were proven at the level of Gross Misconduct and that the Standards of Professional Behaviour had been breached, namely in respect of 'Discreditable Conduct', 'Authority, Respect & Courtesy' and 'Equality & Diversity'. Allegation 8 was not proved.

As a result, former DS Jason Grafham would have been dismissed without notice if he had still been serving, and will now be added to the Barred List held by the College of Policing.
