This matter concerns conduct reported following the broadcast of the BBC Panorama programme on 1 October 2025. The programme included video footage obtained covertly by an undercover BBC journalist who had been employed in the capacity of a Designated Detention Officer within the Charing Cross Police Station custody suite. Subsequent examination of additional, previously unaired footage has identified further information, which has now been brought to the attention of the Metropolitan Police Service (MPS).
Police Constable Kheava Gould-Ryan based within Central West Command Unit will answer allegations that his conduct amounted to a breach of the Standards of Professional Behaviour in respect of:
a) Discreditable Conduct
b) Authority, Respect & Courtesy
It is alleged that, while serving as a Police Constable, PC Kheava Gould-Ryan used language that trivialised the use of force on detainees and suggested he condoned the use of unreasonable force and found it amusing that a juvenile would be sprayed with PAVA in custody.
