It is alleged that FPC David Swan engaged in explicit, sexual communications on his MPS mobile device with a member of the public.
It is further alleged that FPC Swan used his MPS-issued mobile phone for the purposes of arranging a sexual encounter, whilst on duty.
FPC Swan of South West Command Unit will answer allegations that his conduct amounts to a breach of the Standards of Professional Behaviour in respect of:
- Discreditable Conduct
- Duties and Responsibilities
It is alleged that this conduct, if proven, individually and / or cumulatively, amounts to gross misconduct and therefore should be dismissed.
