Q1 - Can a closing summary be entered on a CRIS if the victim is not informed of the disposal decision of the CPS?
There is no MPS policy that states a closing summary cannot be entered on to a crime investigation before a victim has been updated on a disposal decision by the Crown Prosecution Service (CPS).
Q2 - Does the OIC have to confirm that a victim has been told of a disposal decision before entering the closing summary?
There is no MPS policy that states a closing summary cannot be entered on to a crime investigation before a victim has been updated on a disposal decision by the CPS.
Q3 - Can an investigation be marked as 'P' if the victim has not been told of the disposal decision?
There is no MPS policy that states a report cannot be closed as PENDING before a victim has been updated on a disposal decision.
Q4 - What steps must be taken by an investigator before a closing summary can be entered on a CRIS?
There are a number of different guides and checklists available to officers closing a crime report. These vary depending on the guidance/checklist and the type of crime being investigated. For example, an officer investigating a rape, or a serious sexual assault will have to complete a range of different actions throughout their investigation. These actions will differ to an officer investigating a theft. None of these policies directs that an investigator cannot record a closing summary before a victim has been updated on a case disposal decision.

Q5 - If a suspect is informed of a disposal decision to NFA a case on 9 August 2024 and the 'vcop Actn Compl?' field on the Victim/Informant/Witness page(s) is dated 11 August - can the 'vcop Actn Compl?' entry only mean that the victim has been informed of the NFA disposal decision?
Victim Code of Practice (VCOP) action complete is an administrative action for the Officer in the Case (OIC) to certify that, based on the information available, all Victim Code actions required for that specified Victim are accounted for and recorded prior to closure. This will include providing the victim with regular updates and the outcome decision. The VCOP Action Complete field does not relate to the suspect.
Q6 - Does an OIC / Investigator have to confirm that the victim has been informed of the CPS NFA decision BEFORE a closing summary can be made?
There is no MPS policy that states that a closing summary cannot be entered on to a crime investigation before a victim has been updated of a disposal decision by the CPS.
Q7 - What does marking a case / investigation as 'P' mean on a CRIS... what does the 'P' stand for?
The ‘P’ on a CRIS investigation stands for PENDING. The MPS now use CONNECT to record crime investigations.
Q8 - Does an OIC / Investigator have to confirm that the victim has been informed of the CPS NFA decision BEFORE a closing summary can be marked as 'P'?
The MPS Victims Code of Practice Policy states:
“Following a CPS decision not to prosecute the suspect, the victim must be notified of the reasons why this decision was made, how they can access further information about the decision and, how they can seek a review of the decision if they are dissatisfied with it”
The officer must indicate via the VCOP Action Complete ratio that all actions are complete. This is a mandatory field. They are unable to proceed for completion until selected.
