YES, they would be looked at on a case by case basis.
Q1B - Does the Metropolitan Police have a procedure(s) in place to deal with claims of historical acts of hate crime; here a claim made by an individual or group where that individual or group falls outside the CPS protected category guidelines of:

No, If the protected characteristic is not within our working definition of Hate Crime they would not be recorded as a Hate Crime, however if an allegation of a criminal offence was made it would still be recorded, but without a hate crime flag (i.e offence against sub cultures)
