I note you seek access to the following information:

I would like to know the month and year (or exact date if easier) when each Basic Command Unit (BCU) was formed. I ask because I have read conflicting information, such as that there was a staggered rollout over a year or that all BCUs were formed on the same date. Either way, I would appreciate your help in getting a complete picture of when each BCU was created/ in operation.
