The third paragraph of the 'Findings on Gross Misconduct/Misconduct' for SC Shteryu Shterev (page 5), which was held on 18-19 January 2024, includes the following:
'Free travel concessions is part and parcel of SCs training and this is clearly explained in the information issued to officers with the cards and by the visual power point presentations we have seen. Validity is also reinforced by acknowledging the duty sheet which SC Shterev has done on a number of occasions. Therefore, he ought to have known how to use the free travel concessions correctly.'
Please provide full details of the information issued to officers and copies of the power point demonstration slides regarding free travel concessions.

Attachment 1. Slide pertaining to travel concession.
The attached slide has been abstracted from a presentation which is delivered by the DPS Prevention and Engagement Team. The slide represents a segment of the presentation where they cover Oyster/ATOC in more detail.
Caveat:
We are unable to establish if this is the specific slide mentioned in the gross misconduct hearing you refer to, however, the attached slide (or a version of it) has been shown to MSC recruits for a number of years.
Attachments 2 & 3. Statement of Expectation for MSC Officers
The ‘Statement of Expectation’ is a ‘living document’ that ALL special constables have to acknowledge every 3 months on an external system called the DUTY SHEET. It is also 1st served upon them when joining the MSC.
This document has been in existence for over 10 years and specifically makes reference to ‘Travel Concessions’.
We have provided 2 copies:
1. Statement of Expectation for MSC Officers Version 2.0 (July 2013) document 2013 (Attachment 2).
See Section T for information specifically relating to travel concessions.
2. Metropolitan Special Constabulary Statement of Expectation - Sept 2023 (Attachment 3).
This is the current version of the Statement of Expectation, though previous versions of the document have been accessible in the document library of the Duty Sheet since November 2019.
See Section 8 for information specifically relating to travel concessions. Section 8.5 is of particular relevance to this request.
