Operation STABLISE was a short-term operation implemented on 4 November 2022 as part of the Commissioner’s 100 Day Plan, which began when Sir Mark Rowley took office on 12 September 2022.
It was designed to immediately relieve some of the pressures that frontline officers and staff were experiencing.
The programme of work was wide-ranging, with the overall objective of reducing abstractions from neighbourhood teams and maintaining essential proactive capability to tackle crime. The work was to bolster Response teams, reduce incoming demand as well as working at pace to look at how proactive capabilities could be best configured.
In November alone, benefits included 96 Violent Crime Task Force officers being dedicated daily to Response shifts and attending over 1000 calls; Met Specials delivering over 200 Response shifts; Specialist colleagues from Roads Transport & Policing Command, Taskforce and Firearms responding to 3292 ‘I’ Grade calls; over 300 non-Front Line Policing officers warned for Aid; and Street Duties officers supporting Response on approximately 450 shifts.
Operation STABLISE ended in January 2023 with the launch of the Turnaround Plan which, in July 2023, became A New Met For London two-year plan.
Based on the recommendations from the Baroness Casey Review and other reviews, one of the priorities within A New Met for London is to ‘Fix our Foundations’ which is about setting our people up to succeed by organising and deploying our people better and giving them the training, equipment and tools they need to rebuild trust and cut crime.
A summary of the progress being made delivering against this priority, including changes that have been implemented, changes in officer numbers, new equipment and new ways of working can be found in the three quarterly A New Met for London Commissioner update reports provided to the London Policing Board on 26 September 2023, 6 December 2023 and 5 March 2024.
