A man filming at the High Commission of India was told by an officer that a 'criminal intelligence report' would be created regarding his activities:
'What we'll do is put a criminal intelligence report on to say what you are doing here today...' (8:07)
On the College of Policing's website I found a section titled 'Intelligence report', but this seems to relate to informants.
1. Please send me a blank copy of the form officers use to create criminal intelligence reports.
2. For the most recent month for which information is available, please provide the number of criminal intelligence reports created.
3. Please provide current officer guidance relating to people lawfully filming in public and criminal intelligence reports.
I have today decided to disclose the located information to you in full.

All Criminal Intelligence Reports are put directly onto our Criminal Intelligence System (CRIMINT). The system has a number of required fields covering:
• Officer Details & Organisation
• Date/Time of Report
• Intelligence Source Reference
• URN
• Source Evaluation Assessment (completed by submitting officer)
A Always Reliable
B Mostly Reliable
C Sometimes Reliable
D Unreliable
E Untested Source
• Information Intelligence Evaluation
1 Known to be true without reservation
2 Known Personally to the source but not to the person reporting
3 Not known personally to the course but corroborated
4 Cannot be judged
5 Suspected to be false
• Report – Details of the report itself including:
• Person Record
• Date of Birth
• Any relevant reference numbers
In regards to your second question, between 28/12/2023 & 28/01/2024 there were a total of 25,401 intelligence reports created
In regards to your third question there is no direct Standard Operating Procedure in place relating to people filming in public and criminal intelligence reports. However, all officer are acting in their normal general policing duties, approaching people at protected sites doing initial investigation, to ensure no offences are being committed.
