Q1 - What software do you use for your payroll, hr and finance solutions, how much annually do you spend on each, when does each contract expire?
The MPS uses an integrated HR, Payroll and finance system, known as PSOP (Police Single Operating Platform) which is an Oracle IT based system. The MPS PSOP service is provided as part of an integrated shared services contract with Shared Services Connected Limited. The expiry date of this contract is 30 September 2025.
This forms part of the MPS BUSINESS SUPPORT SHARED SERVICES contract with Shared Services Connected Ltd (SSCL). The anticipated lifetime contract value is £428,500,000.00
Q2 - Do you manage your payroll in-house or do you outsource it if so, who do you outsource it to?
Payroll is outsourced to SSCL as part of MPS BUSINESS SUPPORT SHARED SERVICES contract.
Q3 - How many people do you pay each month using your payroll solution?
As of 29 February 2024, MPS pay run covered 47,747 employees.
Q4 - How many pensioners do you pay using your payroll solution?
We outsource our pension’s administration which includes a pensioner payroll service. 36,100 pensioner are paid via this solution.
Q5 - Do you use Microsoft power platform technologies such as Power Automate, Power Virtual Agents?
The MPS does not use power apps to support payroll services
Q6 - What is the employee count at your organisation? Work force planning data can answer this
As of 31 January 2024 the employee count was 47,460 FTE, including 1,359 special constables.
Q7 - Do you collaborate with other organisations in the delivery of HR & Payroll shared services? If so which organisation?
We have a contract with Shared Services Connected Ltd. We do not currently collaborate or work with organisations and industry experts within the sphere of HR and Payroll shared services

Q9 - Who at the Metropolitan Police is the head of service for HR and Payroll software or services and what is their role?
The MPS do not have a head of HR and payroll software or services. We have a head of Policy and Reward post which is the head of service for both pay and pensions. The software side is delivered through the SSCL contract.
At the moment the Head of HR Policy and Reward post is vacant and we are actively recruiting into it. The role is being covered by Mark Pomroy, Assistant Director Personnel Support.
