With this I have redefined my request(s) bases on your advice and have even reduced much further, as below:

Can you provide the data from 16/03/2019 from 1800 for 40 CAD(s) in the CE (Central East Command Unit) on the following:
Where the initial call was graded as drugs/drug dealing or possession of an offensive weapon. With key data on the Initial description on of suspect in relation to ethnicity. (Ie how many people were described as IC1, IC2, IC3 etc on the initial call for service).

Reason why I believe this now meets
As your advice stating;
I note that in the disclosure we made to you on 02/07/2022 (Ref: 01/FOI/22/024314) my colleague was able to review 167 CAD reports. If you were to redefine your request to this number of records in total for the three CUs you are interested in it is more likely that we would be able to download and review those”
I have reduce the number to 40 per BCU =120 Cads. This is way below the last request of 167. So should now be way within the limit and give a clear buffer time.

A list of 120 CAD (Computer Aided Despatch) records was provided by our corporate analysts. These were split equally between CE, NA and NW CUs, and where the initial call was graded as drugs/drug dealing or possession of an offensive weapon.
Every CAD record identified above was read to identify records where a description of suspect in relation to ethnicity, including IC codes, was given on the initial call for service. Please find these broken down by Command Unit (CU) below:
