I note you seek access to the following information:
A Youtuber has shown an extract from a letter which he says he received in response to a letter of complaint concerning an officer (3:10):
The extract reads:
'DC did not provide a response to the Heads of Complaints you decided upon.
Whilst usually officers assist with complaints by providing responses to give their version of events, they do not actually have to to provide a response any comply with complaint investigations if they choose not to.'
This response suggests that you have figures on the number of complaints where officers (i) provided responses to complaint investigators and (ii) did not respond to complaint investigators.
I have today decided to disclose the located information for your first and second question to you in full.
Please find below information pursuant to your request above.
Please note the definition of a public complaint can be found within the IOPC Statutory guidance at We are the Independent Office for Police Conduct | Independent Office for Police Conduct (IOPC) whereby it states the following:
Section 5.2 defines a public complaint as ‘Any expression of dissatisfaction with a police force that is expressed by or on behalf of a member of the public. It must be made by a person who meets the definition of a complainant (Covered by Section 5.6)’.
Q1 - For the year March 2023 to April 2024, please provide the total number of finalised complaints.
For the financial year March 2023 to April 2024 there were a total number of 10,338 complaints
Q2 - Please provide the number of officers these finalised complaints are related to.
Of the 10,338 complaints received, they relate to 15,658 officers however please note if an officer has had mulitple complaints against them, they will be counted mulitple times.
In regards to your Third, Fourth, Fifth and Sixth questions, the Metropolitan Police Service (MPS) do not hold this information. The reason for this is that all complaints are resulted and concluded irrespective of the officers response and their level of engagement is not recorded.
