All ranks of a police officer from PC - Commissioner can affect an arrest including special police constables from all Basic Command Units. The only time an officer wouldn’t be able to affect an arrest is if they are restricted by injury or under investigation.

There isn’t a central team. Each Basic Command Unit has a dedicated investigation team either in the form of a joint robbery/burglary team or a standalone burglary team.
