I am seeking access to the following information pertaining to the search and detention of non-British nationals, alongside information with how those with diplomatic or consular immunity are treated and the typical procedures.

1. The full policies and procedures for notification to a consular entity regarding a non-British national.
2. The forms used by the Force to file these notifications - alongside with a breakdown of how these are processed (are they sent by email, telephone notification)?
3. The full policies and procedures for those who assert diplomatic status whilst in the UK
4. Forms used by the Force in their connection with those whom assert immunity, obtain traffic tickets, are wanted for interview and requesting a waiver etc.

If the Embassy/High Commission cannot be reached by telephone, then the detainee’s details would be placed onto a Form 9802 – this would be emailed to the relevant Embassy/High Commission. A copy of the form has been attached for your reference.

Q3 - The full policies and procedures for those who assert diplomatic status whilst in the UK

The immunity of persons with diplomatic status was set out in the Vienna Convention on Diplomatic Relations in Vienna on 18th April 1961. A copy has been attached for your reference.

Q4 - Forms used by the Force in their connection with those whom assert immunity, obtain

Any incident involving a diplomat is reported to Parliamentary and Diplomatic Protection on Form 2102. This is assessed and forwarded to the Foreign & Commonwealth Development Office for consideration. A copy of the form has been attached for your reference.
