I note you seek access to the following information:
I would like you to release all correspondence between the Metropolitan Police Service and London Borough of Tower Hamlets concerning the ongoing consultation about the removal of the Liveable streets schemes sent and received between July 2022 until now
This should include correspondence and the formal consultation responses to the most recent consultation on this that took place in from January 2023 until February 2023.
I have today decided to disclose some of the requested information. Some data has been withheld as it is exempt from disclosure and therefore this response serves as a Refusal Notice under Section 17 of the Freedom of Information Act 2000 (the Act) by virtue of the following exemptions:
Section 22 – The information requested has been identified as being intended for future publication
Reason for decision
Section 22 – The information requested has been identified as being intended for future publication on the Tower Hamlets website. There is a requirement to consider the public interest test. This is a qualified exemption and therefore public authorities must consider whether the public interest in maintaining the exemption is greater than the public interest in disclosing the requested information.
Section 22 – The information requested has been identified as being intended for future publication - Disclosure would improve transparency in relation to release of information pertaining to the Liveable streets schemes.
Disclosure of the information under FOIA would be consistent with the authority’s commitment to proactively publish data on matters of a wider public interest.
As the information is of interest to the wider public it is important it can be accessed simultaneously by the general public rather than piecemeal by disclosure to a small number of individuals under the FOIA. Therefore, it is in the wider interest that information is accessible to the wider public by adhering to the publication schedule of the authority.
The information requested is published as a matter of course once it has been properly compiled and verified. We reached the view that, on balance, the public interest is better served by withholding this information under section 22 of the FOIA at this time. Researching, retrieving and releasing the information prior to the completion of this process would not be of benefit.
