I note you seek access to the following information:
This is a request relating to the 2022 - 2023 Constable to Sergeant promotion process. This is not a request for any GDPR / personal information. This request relates to statistical/ analytical data.
Could I please request the following information with a response made in writing at the earliest opportunity:
1. How many candidates were successful in the December 2022 Constable to Sergeant promotion process (including detectives)
2. Of those successful how many PC / DC's were posted between December 2022 and April 2023?
3. How many successful PC / DC's were posted in the May 2023 posting panel?
4. Of those posted in the May 2023 posting panel how many had stated preferences?
5. Of those posted in the May 2023 posting panel how many did not have stated preferences?
6. Of those posted in May 2023 how many had accepted jobs within other OCU's prior to the posting panel?
7. Following the May 2023 posting panel how many PC / DC's remain unposted without stated preferences?
8. Of those posted in the May 2023 posting panel how many appealed the posting?
9. Of those that appealed the May 2023 posting panel results how many of those appeals were upheld?
10. When was the decision made for preferences not to be considered for the May 2023 posting panel beyond 13/04/2023?
11. Who was consulted in the decision to use 13/04/2023 as the cut-off date?

725 officers
Q2 - Of those successful how many PC/DC's were posted between December 2022 and April 2023?
PCs/DCs Posted between December 2022 and April 2023:
• Dec 2022: PC – 9 and DC – 1
• Jan 2023: PC – 63 and DC – 71
• Feb 2023: PC – 16 and DC – 67
• March 2023: PC – 30 and DC - 32
• April 2023: PC – 12 and DC – 4
Q3 - How many successful PC/DC's were posted in the May 2023 posting panel?

Officers are not unposted. The promotion process works with officers being held on the promotion select list until they are posted to a DS/PS role – this could be any time within the promotion year. Posting is dependent on vacancies and operational requirements. All officers on the select list are advised to submit preferences for their next posting.

Q10 - When was the decision made for preferences not to be considered for the May 2023 posting panel beyond 13/04/2023?
Re: the decision for preferences not to be considered for the May 2023 Posting Panel beyond 13/4/2023:
The PS/DS select list was published on 13/12/2023. In January officers were provided instructions to submit preferences to secure future roles.
Another request for preferences to be submitted was published on 12/4/2023. It explained that the Corporate Workforce Planning Board (DAC/Dir level Board) had given direction to proceed with promotion postings and postings would be in a three stage process.
Officers were asked to submit (if not already done so) posting preference by 23/4/2023.
To note, the normal cut off for submissions is Working Day 15 which for Apr 2023 would have been 21/4/2023.

Q12 - How many people does the 13/04/2023 cut-off date affect with roles accepted within other OCUs?
The cut-off date did not relate to officers that had already been selected for a role against a current vacancy. The communication to officers regarding the posting process included advice that anyone who has already been selected for a current vacancy (not a select list for the future) would be excluded from this requirement. No officer already selected for a current vacancy was therefore affected.
