I note you seek access to the following information:
The threshold for receiving a speeding fine in a 20 zone was changed around a year ago (if a driver was doing 25 they wouldn't receive a fine. But the threshold was changed to about 23 or 24mph) and my question is:
- how many speeding fines have been issued from 6 months from the date that the new threshold for speeding was introduced
- I would also like to know how many speeding fines were issued for speeding on Park Lane in the 6 months before the new speeding threshold was introduced.
- My second question is, who made the decision to change the threshold from 25 to 23 in a 20 zone?

The threshold for receiving a speeding fine in a 20 mph zone was changed around a year ago (if a driver was doing 25 they wouldn't receive a fine. But the threshold was changed to about 23 or 24mph) and my question is:
- How many speeding fines have been issued from 6 months from the date that the new threshold for speeding was introduced?
The threshold was changed on 07/05/2019, and this didn’t just relate to 20mph sites, this was across all sites and speeds in the Metropolitan Police area, so having searched Metwide, we can confirm that 6 months from the 7th May 2019 to 6 November 2019, the MPS issued a total of 28343 Notice of Intended Prosecutions (NIP’s) for exceeding a 20 mph speed limit in contravention of a Local Traffic Order – automatic camera device.
- I would also like to know how many speeding fines were issued for speeding on Park Lane in the 6 months before the new speeding threshold was introduced?
Having searched all locations containing Park Lane in 2018 and 2019, the search result was ‘nil’. This means we found no location relating to Park Lane offences on our system for both NIP’s and TOR’s.
- My third question is, who made the decision to change the threshold from 25 to 23 in a 20 zone?
The decision to reduce the threshold across all sites was made in line with the Mayors Vision Zero which is to make London’s roads safe and to have no one killed or seriously injured by 2041.
