The vision of the Metropolitan Police Service (Met) is to make London safe for everyone. We are radically changing to deliver high-quality policing services in a more efficient and cost-effective way, in line with the Mayor of London’s Police and Crime Plan. Changing operational demands affect the size, make-up and deployment of our fleet.

The Met’s fleet of 5000 vehicles, 1000 pedal cycles and 25 marine vessels are all important physical assets that enable our officers and staff to carry out their jobs. The vehicles are a workplace for our officers and staff, carry sophisticated equipment for operational policing and providing a safe environment for the transport of the public and prisoners.

The vehicles are deployed on a wide range of duties and include such variety as general-purpose cars, protected public order carriers, motorcycles, armed response cars, pursuit cars, prisoner transport vans, transfer of plant and equipment. On many of these duties, the vehicles are subject to arduous use, responding to emergencies using police exemptions.

MO11 Fleet Services provides professional fleet solutions in support of all operational policing requirements across the Met in the most cost-effective way and is responsible for the entire lifecycle management of the Fleet.

We are working through our environmental strategy to drive down emissions and support the Mayor’s London Environment Strategy, which has a vision to be a zero-carbon city by 2050.

The role holder will be required to lead and develop a team to enhance the overall fleet operation and ensure that we meet operational demands and keep London safe by ensuring a safe, fit-for-purpose and available fleet in the most efficient and cost-effective way.

The role

This is an exciting time to be working as a project engineer for the Metropolitan Police Service. In addition to large-scale transformation, there's the unique and ever-evolving challenge of policing London. This means that as a project engineer, there are more opportunities for you to get involved with making London the safest global city in a time of unprecedented change within the UK's largest police service.

Key responsibilities

• Manage complex project and continuous improvement initiatives and maintain alignment to business requirements and fleet priorities
• Maintain full lifecycle ownership from initiation, deployment to full implementation within scope, budget and timelines, which meets operational requirements
• Support corporate road risk by applying engineering principles and construction and use regulations and police exemptions to ensure all vehicle conversions and modifications are safe and technically compliant
• Support the management and annual review of technical standards and ensure the latest engineering principles are applied
• Direct and coordinate activities of the project engineer support staff and ensure that they meet their personal goals and objectives
• Manage processes for reporting and monitoring project and CI initiatives in line with best practice project /programme governance, including risk management and benefits realisation
• Support minor and major project proposals ahead of approval by senior leaders
• Contribute to the delivery of the fleet supply and replacement planning programme and support the delivery of strategic initiatives across fleet services
• Monitor project management methodology and industry trends to identify changes in project strategies, tools, techniques and terminology and improve practices accordingly
• Engage with officers, staff and external key stakeholders to ensure the smooth implementation of projects
• Attend and contribute to project huddles and reviews and assist in the resolution of limitations, shortfalls, conflicts, disputes and negotiations
• Report project and continuous improvement outcomes to the communications team to share across fleet services and the wider MPS
• Identify and manage disruption to project / programme delivery in a timely manner and escalate issues through the correct governance channels
• Deliver a sustained culture of continuous improvement, challenging existing standards, exploring new ways of working, benchmarking, good practice, feedback and analysis
• Continuously monitor industry fleet developments to ensure Fleet Services is at the forefront of its industry, including legislative and regulatory change
• Provide an inclusive and innovative learning team environment, in line with the strategic direction to allow staff to flourish, take responsibility for their own actions and have the confidence to make effective decisions
  Evaluate staff performance and lead and develop comprehensive training plans, ensuring all staff are aware of and able to work to fleet management standards – organise the rollout of training using appropriate methods in line with personal development plans, career progression plans and future business requirements
• Maintain highly motivated, focused and adequately skilled teams that are fully abreast of modern tools, techniques and developments within their own area of specialism
