The Leven review, led by the Met Police, looked into culture and standards within the Parliamentary and Diplomatic Protection (PaDP) Command.
PaDP is responsible for providing policing and security at a number of protected sites in London, including Parliament and Embassies. A large proportion of PaDP officers are specially trained to use firearms, and many conduct armed patrols.
In October 2021, following the atrocious crimes committed by PaDP officers Wayne Couzens and David Carrick, former Met Commissioner Dame Cressida Dick DBE QPM announced a review into the culture and standards in PaDP – “The Leven Review”.
The review was published in September 2023. It outlines findings in respect of six core areas:
The review also details how the Met has already taken action to overhaul PaDP, as part of a longer term reform programme which includes a complete reset in leadership, staffing, training, culture and standards.
The review was led by Deputy Assistant Commissioner Helen Millichap and a specialist team of officers and staff.
A Diamond Group - co-chaired by former Chief Constable Dee Collins CBE, and Assistant Commissioner Matt Jukes QPM - provided independent external oversight.
The Met gave the core findings of the Leven Review to Baroness Casey, to inform the relevant parts of her wider independent review into the standards of behaviour and internal culture of the Metropolitan Police Service, published in March 2023.
