Officer concerned: DC Francesca Jones p251635
Dates of hearing: 3 to 13 February 2025
The gross misconduct hearing of DC Francesca Jones, based at West Area (WA) Command Unit, concluded on Thursday 27 February 2025. The hearing took place in person at Empress State Building, West Brompton, London.
DC Jones faced an allegation of breaching the Standards of Professional Behaviour, namely:
in that, on 22 July 2023, she underwent a 'with cause' breath test and the specimen she provided was alleged to have measured 117 mg per 100 ml of breath. The acceptable level for a police officer to be fit for duty is 13 mg per 100 ml of breath.
The Chair, Commander Peter Stevens, and independent panel members, Ms Purnima Uppal and Mr Martin Pike, considered all of the evidence presented. They were assisted by Legally Qualified Advisor, Mr Oliver Thorne.
The panel found that the allegation was not proven.
