Officers concerned: Police Sergeant Kevin Lea and Police Constable Connor Lockett
Dates of hearing: 25 to 29 November 2024
It was alleged that on the 15 July 2022 whilst on duty in uniform, PS Lea and PC Lockett were informed by a member of public that there may be a theft of motorcycle taking place nearby.
Both officers made their way to the location on patrol bicycles. On arrival at the location PS Lea and PC Lockett detained two males (Person A and Person B) and conducted a stop and search. It is alleged that whilst in exercise of their power they failed in their duty to promptly give the information required.
Whilst detaining Person A, handcuffs were applied by PC Lockett with PS Lea assisting in the application. It is alleged that this action was not necessary, proportionate or reasonable in the circumstances.
It was further alleged that both officers treated Person A less favourably because of his race and that PC Lockett showed a lack of respect and courtesy by swearing at Person A.
The panel found all the allegations against PS Lea not proven and therefore the case against this officer was dismissed.
The panel found some of the allegations against PC Lockett proven at misconduct only, and issued a sanction of written warning.
