Summary
- A misconduct hearing was held from 20 January 2025 to 22 January 2025 in respect of allegations that on 2 September 2023 the Officer, PC Thomas Dicks, was off duty in Torquay with friends. During the course of the evening PC Dicks got into a dispute with paramedics and civilian street wardens concerning their lack of assistance provided to a female in need of medical attention. During this dispute with the street wardens and medics he used abusive language and threatening behaviour and when a street warden intervened to stop PC Dicks, PC Dicks swung a punch at his face causing reddening.
- It was alleged that PC Thomas Dicks' actions breached the Standards of Professional Behaviour in respect of 'Discreditable Conduct'.
- The Officer in his Regulation 31 response denied the Allegation and that he breached the Standards of Professional Behaviour.
Decision
Having regard to both the seriousness of the conduct in question and the purpose of the misconduct proceedings the Panel concluded that the most appropriate outcome was a Final Written Warning to remain live for two years.
