Having heard the evidence provided by the AA, the Panel was satisfied that on a balance probabilities that PC Hornibrook breached both Standards of Professional Behaviour alleged.
The Panel was satisfied that PC Hornibrook's breach of the standard of Discreditable Conduct and Fitness for Duty does amount to gross misconduct.
The gravity of PC Hornibrook's behaviour means that the Panel does not consider that any sanction less than dismissal without notice is justified. As such, Panel's decision is that PC Hornibrook should be dismissed without notice and placed on the College of Policing's barred list.
