Summary

It was alleged that PC Donovan repeatedly inappropriately touched PC Melanie Anderson and sent sexualised messages on a number of occasions.

It is further alleged that PC Donovan whilst on duty engaged in inappropriate sexual conversations with PC Polly Koleva and touched her, on the thigh on two occasions.

The Panel chaired by Marcus Joyce, found the allegations against PC Donovan proven at Gross Misconduct and that he had breached the Standards of Professional Behaviour relating to Discreditable Conduct.

Decision

The Panel issued a sanction of a Final Written Warning for five years
