On 23 June 2022, former PC Morgan and PC Clewes responded to information received concerning a street robbery of a schoolboy in the Croydon area where possession of a knife was intimated.
Former PC Morgan and PC Clewes stopped and searched a fourteen year old child, on the basis that he might have been involved in the robbery. He was placed in handcuffs and taken to the ground to be searched.
It is further alleged that this conduct amounts to gross misconduct, namely a breach of the standards of professional behaviour that, if proved, is so serious that their dismissal would be justified.
The panel found that former PC Morgan had breached the Standards of Professional Behaviour of Equality and Diversity with regards to age only, Use of Force and integrity at the level of Misconduct only. As former PC Morgan is no longer serving the panel are not required to provide a sanction.
The panel found that PC Clewes had breached the Standards of Professional Behaviour of Equality and Diversity with regards to age only, Use of Force and Authority, Respect and Courtesy at the level of Misconduct only. He was issued a final written warning for two years.
