Officer concerned: PC Leon Farr
Dates of hearing: 27 to 29 August 2024
In the circumstances, the Appropriate Authority contends that PC Farr's actions breached the Standards of Professional Behaviour as set out in the Regulation 5 and Schedule 2 of the Police (Conduct) Regulations 2020 namely:
It is alleged that on 24 June 2023 during a work leaving drinks event, PC Farr repeatedly touched another officer's leg by squeezing it, and swore and squared up to another officer in a threatening manner.
The Chair, Mrs Remi Alabi, considered all of the evidence and found the following:
The allegation that PC Farr touched another officer in a manner that was sexual was not proved.
The allegation of threatening and abusive behaviour towards another officer was proved in part sufficient to find the allegation proved. PC Farr was solely responsible for the proven conduct and the severity of the proven conduct was considered to be at the lower end of culpability and amounted to Misconduct only.
PC Farr was issued with a written warning, live for 18 months.
