Former Detective Constable Mark Connor will answer allegations that his conduct amounted to breaches of the Standards of Professional Behaviour, in respect of:
It is alleged that between July and September 2017 former DC Mark Connor acted without respect and courtesy, contrary to orders and instructions and in a manner likely to bring discredit upon the police service, in that he instituted and maintained an inappropriate and/or personal relationship with Ms A, a member of the public encountered in the course of his duties. Further to this, it is alleged that he arranged to meet Ms A, and exchanged personal and/or sexual emails and messages with Ms A.
The matter and conduct set out above amount to gross misconduct, namely a breach of the standards of professional behaviour that, if proved, are so serious as to justify dismissal.
The Chair, Ms Tehniat Watson, considered all of the evidence and found the following:
Former DC Mark Connor was found to have breached the standards of professional behaviour in relation to: Authority, Respect and Courtesy, Discreditable Conduct, and Orders and Instructions at the level of Gross Misconduct. He would have been dismissed without notice if still serving.
