Officers concerned: PC Mahad Abdalla and PC Richard Wills
Date of hearing: 11 to 15 and 18 November 2024
It was alleged that both officers used excessive, unnecessary and disproportionate force when dealing with a member of the public who failed to stop their vehicle when requested to do so by police officers.
It was further alleged that the language used by PC Abdalla during the same incident showed a lack of respect towards that member of the public.
In acting this way it was alleged that PC Wills and PC Abdalla breached the Standards of Professional Behaviour in respect of Use of Force, Duties and Responsibilities and Authority, and Respect and Courtesy (PC Abdalla only), and that their conduct, if proven, amounted to gross misconduct and was so serious as to justify their dismissal.
The allegations were found not proven by the panel.
The panel recommended that PC Abdalla should be subject to the reflective practice review process in respect of his use language during this incident.
