A misconduct hearing was held from 29 October 2024 to 30 October 2024. The hearing was held in public and in person at the International Dispute Resolution Centre, 1 Paternoster Lane, London, EC4M 7BQ.
The Panel consisted of Mr Harry Ireland as LQC, Detective Superintendent Sian Thomas as the Assessor and Mr Leslie Bowman as the IPM.
The allegations were that 1) on the 31 December 2022, whilst off duty at Castons Yard, Public Car Park Basingstoke, PC Loughrey (a) was drunk and disorderly; and (b) had an altercation with his father during which you assaulted him. The AA alleged that the allegations jointly or severally breached a Standard of Professional Behaviour namely Discreditable Conduct.
The Chair Mr Harry Ireland, considered all of the evidence and found the following:
He acted on a reasonable basis to prevent as he saw it his father committing a serious traffic offence and his force used to do so was not excessive and was reasonable. Thus, the case was dismissed.
