Police Constable Ciaran Upton, based within the Central North Command Unit, and former Police Constable Jack Miller will answer allegations that their conduct amounted to breaches of the Standards of Professional Behaviour, in respect of:
On 26 September 2022, PC Upton and former PC Miller were assigned to attend an incident of an attempted rape, assault and threat with a knife of a sex worker.
It is alleged that the officers failed to investigate the alleged incident, failed to correctly record the incident and also failed to support, follow up and take account of the vulnerability of the victim.
It is further alleged that this conduct amounts to gross misconduct, namely a breach of the standards of professional behaviour that, if proved, is so serious that his dismissal would be justified.
The identity of victims/witnesses will be protected during the hearing as appropriate.
