Former Police Constable Marvin Owen, formerly based at South West Command Unit, will answer allegations that his conduct amounts to a breach of the Standards of Professional Behaviour, in respect of:
It is alleged that in November 2022 and December 2022, former PC Owen engaged in a course of conduct amounting to the harassment of another female officer, with whom he had been engaged in an intimate relationship.
It is alleged that on 2 December 2022, former PC Owen assaulted the female officer by kicking her and placing his hands around her neck exerting pressure for 3-5 seconds.
It is also alleged that on 6 December 2022, former PC Owen sexually assaulted the female officer by repeatedly trying to kiss and touch her despite repeatedly being asked to stop touching her.
It is further alleged that his conduct, if proven, amounts to gross misconduct and would have been so serious as to justify dismissal.
The identity of victims/witnesses will be protected during the hearing as appropriate.
