Police Constable Nyamekye Lewis based at Central West Command Unit, will answer allegations that his conduct amounts to a breach of the Standards of Professional Behaviour, in respect of:
On the 15 January 2023, a member of the public was detained by security staff at the Hammersmith Apollo in West London. PC Lewis alongside other officers attended the scene.
There came a point in time when the member of public was detained on the floor, in a sitting position, and in handcuffs. The detained person was seen to spit some water out onto the ground and subsequently dry spit in the direction of an officer.
Following the dry spit towards another Police Officer, PC Lewis struck the detained person on the rear side of his head from behind, whilst he was still detained and on the floor in handcuffs.
It is alleged that the blow struck by PC Lewis constituted excessive force, deemed not necessary, proportionate or reasonable in all the circumstances.
It is alleged that PC Lewis’s conduct constitutes a serious departure from the standards within the schedule to the Police Conduct Regulations, namely: Discreditable Conduct and Use of Force.
It is further alleged that his conduct, if proven, amounts to gross misconduct and is so serious as to justify dismissal.
The identity of victims/witnesses will be protected during the hearing as appropriate.
