Misconduct hearing to be held in public

Special Police Sergeant Russell Lee, Special Police Sergeant Edward McKiernan and Special Police Sergeant Arun Shandal, based at EA BCU.

Monday 21 June 2021 to Friday 25 June 2021 at 9.30am. Empress State Building, Lille Road, London, SW6 1TR.


On 11 May 2019, whilst on mobile patrol in a marked police vehicle, 3 MPS Special Constables undertook an unauthorised vehicle pursuit and subsequently searched a male whom they had detained, who was suspected of Handling Stolen Goods. The stolen property found on the male was removed by the officers but they failed to arrest the male when there were lawful grounds and a professional requirement to do so. In addition they lied to the original owner of the property as to their actions when returning it, by claiming that the property had merely been discovered in the street.

The specific offences being:

SPS Russell Lee

Duties and Responsibilities - in that he failed to arrest the male for Handling Stolen Goods and that he pursued the male in a police vehicle despite not being authorised to do so.
Honesty and Integrity – in that he told colleagues to return the clothing to the store and tell staff that it had been found in the street.

SPS Edward McKiernan

Duties and Responsibilities - in that he failed to arrest the male for Handling Stolen Goods.
Challenging and Reporting Improper Conduct – in that he failed to report , challenge or take action against a colleague whose conduct had fallen below the standards of professional behaviour.

SPS Arun Shandal

Duties and Responsibilities - in that he failed to arrest the male for Handling Stolen Goods.
