Notice of misconduct hearing

PC Paul Diamond

Notice for hearing to be held in public 21-23 June 2021.

PC Paul Diamond, based at RTPC OCU, will answer allegations that his conduct amounts to a breach of Standards of Professional Behaviour, in respect of:

  • Honesty & Integrity
  • Discreditable Conduct
  • Duties & Responsibilities

It is alleged that on 12 November 2019 PC Diamond was on his way to a meeting in a marked police vehicle when he exceeded the speed limit reaching a maximum speed of 89.6 mph in a 50mph area and during the journey activated the vehicle’s blue lights. It is alleged that there was no policing purpose for this activity.

On the same day following the meeting PC Diamond was due to attend court. It is alleged that during the journey to court he used the blue lights and sirens and reached a top speed of 107.8 mph and at one point drove on the wrong side of the road with the blue lights activated. It is alleged that this was because he was running late for court. As he travelled on the wrong side of the road a member of the public saw him and lost control of his motorcycle. It is further alleged that he stopped and spoke to the member of the public but did not report the incident.

The matters set out above are individually and/or collectively so serious that they amount to gross misconduct.

The hearing will start on Monday 21 June 2021 and is listed for three days.

It will be held from 9.30am in the hearing suite, Empress State Building, Lillie Road, SW6.

The hearing will be held at Empress State Building. Viewing is via video link to a dedicated room at Empress State Building, Lillie Road, SW6 1TR.

The identity of victims/witnesses will be protected during the hearing as appropriate.
