Notice for Hearing to be held in public: 10 August 2020

Police Constable Richard Chandler currently based at North Area Command Unit, will answer allegations that his conduct amounts to a breach of Standards of Professional Behaviour, in respect of:

  • Duties and Responsibilities
  • Equality and Diversity
  • Honesty & Integrity
  • Discreditable Conduct

On the 6 August 2018 whilst on duty PC Chandler responded to a call from a member of public who wished to make an allegation of crime against two of his housemates.

It is alleged that PC Chandler failed to carry out any or any adequate investigation into the allegation made, furthermore it is alleged PC Chandler failed to carry out any or any adequate investigation of the crime report once it had been allocated to him.

It is also alleged that PC Chandler treated the member of public less favourably as he believed he was disabled by reason of what PC Chandler perceived to be the victim’s mental health issues.

It is further alleged that PC Chandler made untruthful entries on to the crime reporting system to deceive his supervisors and colleagues of the progress of the criminal investigation.

It is alleged that in acting in this way PC Chandler breached the Standards of Professional Behaviour in respect of ‘Duties and Respoinsibilities, Equality and Diversity, Honesty & Integrity and Discreditable Conduct’.

It is further alleged that this conduct, if proven, amounts individually or collectively to gross misconduct and is so serious as to justify dismissal


The hearing will start on Monday 10 August 2020 and is listed for two days.

It will be held at 9.30am in the hearing room, 14th Floor, Empress State
Building, Lillie Road, SW6.

The identity of victims/witnesses will be protected during the hearing as appropriate.
