Table 4 of the following FOI response is titled 'Non Crime Hate incidents recorded between 2018 and 2021'.
The lion's share of the figures comprises 'Domestic Incident - Specified Investigation' (98% in 2018). The remainder is what I consider to be hate incidents i.e. race. religion, disability, sexual orientation and transgender identity.

Domestic Incidents - Specified Investigation are non-crime domestic incidents.
The MPS attend and consider it an incident but it does not require recording as a substantive crime under the Home Office Counting Rules. The characteristics of this situation are such that it is considered a domestic incident.
