Please could you provide the number of children refused bail post-charge (under section 38 of PACE) by the Met Police, each month for the most recent 12 months for which the data is available. Please also provide a breakdown of the 12-month total by ethnicity (self defined ethnicity if possible but if not possible, officer-defined).
Please note I am interested in the total number of children who after arrest and charge are detained until their first appearance at court, regardless of whether they were transferred to a PACE bed or not.

These searches successfully located some of the information relevant to your request. We can only supply the last 12 months of NSPIS data from November 2021 to October 2022, as this system was replaced in November 2022 with CONNECT. Please see the section titled reasons for decision for a full explanation as to why data cannot currently be supplied from November 2022.
I have attached an excel spreadsheet with the data that we can supply. Please note there are three separate tabs within the spreadsheet, titled cover sheet, notes and table. The notes page should be read in conjunction with the data to ensure the report is interpreted correctly.
The MPS use various systems to record information. When an individual is arrested a custody record is created. Previously this data was held on a system called the National Strategy for Police Information Systems (NSPIS). However, since November 2022 this system has been replaced by a system called CONNECT.
CONNECT is an integrated core policing solution, which replaces eight of our existing data capture systems with one connected system. In order to obtain the requested data I contacted the PAU. This unit is responsible for corporate data collation. An analyst within this unit has reviewed your request and explained that currently the Charge information on CONNECT does not indicate whether the detainee was Charged & Detained or Charged & Bailed. It merely shows a Charge decision without any further information. Essentially, this means that currently the PAU is unable to separate individuals that have been Charged & Detained or Charged & Bailed from November 2022 onwards.
Your request seeks the number of children refused bail post-charge (under section 38 of PACE) in the last 12 months. As I have mentioned from November 2022 CONNECT is currently unable to produce the data for the total number of children who after arrest and charge are detained until their first appearance at court. The published MPS Custody Dashboard shows that in November and December 2022 there were 627 and 631 youth arrests. All records in relation to these arrests would need to be reviewed manually in order to complete your request in its entirety, which would result in a cost refusal. However, in your request you have stated that you would like ‘each month for the most recent 12 months for which the data is available’. In line with this, I have sent you what is available from November 2021 to October 2022 by extracting the data from NSPIS.
