In short, we are using our powers under Section 163 Road Traffic Act 1988. The site locations are chosen as they are listed as high priority roads for RTC’s and offending and motorists are stopped that are committing moving road traffic offences and where the officer has reasonable grounds to suspect that they are. That being said, no grounds are required under the provision of Section 163 RTA 1988, however from personal experience motorists are targeted where grounds exist.
Where officers from the TFL compliance teams are in attendance, we also stop all TFL licensed taxis with our powers so that they can ensure that the drivers are complying with the terms of their licence.
