The following information with regards to the organisation’s Mobile Phones contract. You may have received the same request in the past and this information sent has now expired and I require an update as soon as possible for the following information:

1. Network Provider(s) - Please provide me with the network provider, if the contract is managed for example by Daisy, please state the network provider for e.g., Vodafone, O2, EE.
2. Annual Average Spend for each contract if there is more than one contract Network
3. Contract Start Date
4. Contract Expiry Date, If the contract as expired or is rolling please state
5. Duration of the contract- please state if the contract also includes contract extensions for each provider.
6. Contract Review Date- Please can you provide me with a date when the organisation plans to review this contract
7. Number of Connections - number of voices only devices, voice and data devices, data only devices)

Decision

I have today decided to disclose some of the requested information. Some data has been withheld as it is exempt from disclosure and therefore this response serves as a Refusal Notice under Section 17 of the Freedom of Information Act 2000 (the Act) by virtue of the following exemptions:

Section 40(2)&(3) – Personal Information

Reason for decision

Under Section 40(2)&(3) of the Act, public authorities are able to withhold information where its release would identify any living individual and breach the principles of the Data Protection Act.

I have applied this exemption because you have requested the name and contact details for the person responsible for the MPS’ mobile phone contracts. The MPS believes that the release and publication of the direct professional email addresses of senior members of staff would provide persons intent on disrupting the work of the MPS with information that would assist them to do so. In this regard, a person with this intent would be likely to use this information to make inappropriate contact with senior members of staff or send them vast amounts of unsolicited correspondence. This would impede upon the resources of these senior members of staff and cause disruption to the work of the MPS.

In addition to this, contract manager details can change over the term of the contract.

A Freedom of Information request is not a private transaction. Both the request itself and any information disclosed are suitable for open publication. This is because under the Act, any information disclosed is released into the wider public domain, effectively to the world and not just to one individual. Therefore, when considering whether information is suitable for disclosure, a public authority is entitled to consider the effect of disclosure to any individual.

The MPS’ mobile phone network provider is Vodafone.

Spend is £3.7m.

Q3 - Contract Start Date

Contract start date is 01/4/2022.

Q4 - Contract Expiry Date, If the contract as expired or is rolling please state

Contract expiry date is 31 March 2024.

Q5 - Duration of the contract- please state if the contract also includes contract extensions for each provider.

Duration of the contract is 24 months.

Q6 - Contract Review Date- Please can you provide me with a date when the organisation plans to review this contract

The MPS will competitively tender Mobile Voice and Data services in Summer 2022.

Number of connections: voices only devices: 2525; voice and data devices: 28773; data only devices: 83564.
