I note you seek access to the following information:
Please can you provide me the following information for the following calendar years: 2011, 2012, 2013, 2014, 2015, 2016, 2017, 2018, 2019, 2020, 2021.
1. How many crimes have been recorded by your force which are suspected to have been committed by children aged under 10 (below the age of criminal responsibility).
2. A breakdown of the crimes suspected to have been committed by children aged under 10 (below the age of criminal responsibility).
3. A breakdown of ages and genders of suspects aged under 10 (below the age of criminal responsibility) associated with committing crimes.
I have today decided to disclose some of the requested information. Some data has been withheld as it is exempt from disclosure and therefore this response serves as a Refusal Notice under Section 17 of the Freedom of Information Act 2000 (the Act) by virtue of the following exemptions:
Section 30(1)(a)(i) - Investigations and proceedings conducted by public authorities.
Section 40(2) and 40(3A) - Personal information.
Reason for decision
I am not required by statute to release some information by virtue of the following exemptions:
Section 30(1)(a)(i) - Investigations and proceedings conducted by public authorities.
Section 40(2) and 40(3A) - Personal information.
There is a risk that the identity of a victim or suspect would be revealed by the full disclosure of information that we hold in response to your request. We have therefore redacted specific ages and aggregated sexual offences data where the gender of the subject is known. The un-redacted dataset constitutes personal data and as such some of the requested information is absolutely exempt under Section 40(2) and 40(3A) Personal Information of the Act. As the identification of individuals is likely to lead to the collapse of ongoing investigations, Section 30(1) Investigations and Proceedings is also engaged.
